Wilbert Smith and Project Magnet

For some bizarre reason, the Wilbert Smith documents have gained new life and I’m not sure why. Smith was a Canadian radio engineer who worked with, or for the government and was well thought of. He was, for example, the Senior Engineer at the Canadian Department of Transport. He also, according to researcher Grant Cameron, was responsible for “Radio Ottawa” where the Canadian “spies” reported in and which also monitored Soviet communications. Yes, I wondered about Canadian spies as well, but that something for another time.
According to the latest information, this memo, written by Smith on November 21, 1950, has just been recovered from the Archives of the University of Ottawa. I guess that means that the document was found in their collection, but it has been available for a long time. Though originally classified as “Top Secret,” it has been downgraded over the years so that it is no longer classified (which means only that its classification was downgraded and says nothing about the importance of the information included in it.) MEMORANDUM TO THE CONTROLLER OF TELECOMMUNICATIONS:
For the past several years we have been engaged in the study of various aspects of radio wave propagation. The vagaries of this phenomenon have led us into the fields of aurora, cosmic radiation, atmospheric radio-activity and geo-magnetism. In the case of geo-magnetics our investigations have contributed little to our knowledge of radio wave propagation as yet, but nevertheless have indicated several avenues of investigation which may well be explored with profit. For example, we are on the track of a means whereby the potential energy of the earth's magnetic field may be abstracted and used.
On the basis of theoretical considerations a small and very crude experimental unit was constructed approximately a year ago and tested in our Standards Laboratory. The tests were essentially successful in that sufficient energy was abstracted from the earth's field to operate a voltmeter, approximately 50 milliwatts. Although this unit was far from being self-sustaining, it nevertheless demonstrated the soundness of the basic principles in a qualitative manner and provided useful data for the design of a better unit.
The design has now been completed for a unit which should be self- sustaining and in addition provide a small surplus of power. Such a unit, in addition to functioning as a 'pilot power plant' should be large enough to permit the study of the various reaction forces which are expected to develop.
We believe that we are on the track of something which may well prove to be the introduction to a new technology. The existence of a different technology is borne out by the investigations which are being carried on at the present time in relation to flying saucers.
While in Washington attending the NARB Conference, two books were released one titled "Behind the Flying Saucer" by Frank Scully, and the other "The Flying Saucers are Real" by Donald Keyhoe. Both books dealt mostly with the sightings of unidentified objects and both books claim that flying objects were of extra-terrestrial origin and might well be space ships from another planet. Scully claimed that the preliminary studies of one saucer which fell into the hands of the United States Government indicated that they operated on some hitherto unknown magnetic pinciples. It appeared to me that our own work in geo-magnetics might well be the linkage between our technology and the technology by which the saucers are designed and operated. If it is assumed that our geo-magnetic investigations are in the right direction, the theory of operation of the saucers becomes quite straightforward, with all observed features explained qualitatively and quantitatively.
I made discreet enquiries through the Canadian Embassy staff in Washington who were able to obtain for me the following information:
a. The matter is the most highly classified subject in the United States Government, rating higher even than the H-bomb.
b. Flying saucers exist.
c. Their modus operandi is unknown but concentrated effort is being made by a small group headed by Doctor Vannevar Bush.
d. The entire matter is considered by the United States authorities to be of tremendous significance.
I was further informed that the United States authorities are investigating along quite a number of lines which might possibly be related to the saucers such as mental phenomena and I gather that they are not doing too well since they indicated that if Canada is doing anything at all in geo-magnetics they would welcome a discussion with suitably accredited Canadians.
While I am not yet in a position to say that we have solved even the first problems in geo-magnetic energy release, I feel that the correlation between our basic theory and the available information on saucers checks too closely to be mere coincidence. It is my honest opinion that we are on the right track and are fairly close to at least some of the answers.
Mr. Wright, Defence Research Board liaison officer at the Canadian Embassy in Washington, was extremely anxious for me to get in touch with Doctor Solandt, Chairman of the Defence Research Board, to discuss with him future investigations along the line of geo-magnetic energy release.
I do not feel that we have as yet sufficient data to place before Defence Research Board which would enable a program to be initiated within that organization, but I do feel that further research is necessary and I would prefer to see it done within the frame work of our own organization with, of course, full co-operation and exchange of information with other interested bodies.
I discussed this matter fully with Doctor Solandt, Chairman of Defence Research Board, on November 20th and placed before him as much information as I have been able to gather to date. Doctor Solandt agreed that work on geo-magnetic energy should go forward as rapidly as possible and offered full co-operation of his Board inproviding laboratory facilities. Acquisition of necessary items of equipment, and specialized personnel for incidental work in the project. I indicated to Doctor Solandt that we would prefer to keep the project within the Department of Transport for the time being until we have obtained sufficient information to permit a complete assessment of the value of the work.
It is therefore recommended that a PROJECT be set up within the frame work of this Section to study this problem and that the work be carried on a part time basis until such time as sufficient tangible results can be seen to warrant more definitive action. Cost of the program in its initial stages are expected to be less than a few hundred dollars and can be carried by our Radio Standards Lab appropriation. Attached hereto is a draft of terms of reference for such a project which, if authorized, will enable us to proceed with this research work within our own organization.

That is the full text of the document and it is clearly a document that was held at a high level of classification by the Canadian government. But there are some things that we can say about it.
First, this is a report by one man telling of his meetings with others and some of their discussions. For the parts that interest us, which is, of course, the material relating to UFOs, there is no outside corroboration of the facts as he stated. It is clear that he is reporting what he believes to be the truth, as told to him by others, but that doesn’t get us to a point where there is an official confirmation of the data by either the Canadian government or by the United States.
In that respect, this is similar to the FBI document that generated all that interest last year. Yes, that document referred to UFO crashes, and yes it was an official FBI document, but that report seemed to be generated by the Frank Scully book and not by anything official. This seems to be some of the same thing.
Might I relate a bit of personal experience here. I had appeared on a national television program in 1991 and before I could get home, some fellow had attempted to contact me with important information and with evidence in the form of classified documents. He had received them from an inside government source who was credible, but who, because of his government position wanted to remain anonymous.
What did he have?
The Eisenhower Briefing and the Truman memo from MJ-12. I don’t know where he got his copies, but by 1991, they were floating all over the place. If the man had truly gotten them from an inside source, and had we had the name of the source so that we could verify his government connections, that would have been one thing. But we didn’t, so that information was as useless as the rest of the MJ-12 documents.
This document created by Smith is a report by a member of the Canadian government about several issues, including the flying saucers. He does make reference to two books, one, Behind the Flying Saucers has been discredited, and the other, by Major Don Keyhoe does not talk of crashes and bodies, but of the cover up by the Air Force. Smith doesn’t mention any other sources of information and that seems to be a critical point here.
What we have to do is see it in the context of the time and the context with which it was written. It wasn’t an official government study approved up and down the chain. It wasn’t designed to prove anything about UFOs one way or another. It was simply a report by one man about a conference he attended and he mentioned the UFOs as part of the discussions that took place there, unofficially.
In other words, it is interesting, but it doesn’t provide the evidence of either flying saucers or government cover ups. It is a document composed of rumor without foundation, and unfortunately, that is all that can be said for it.
Close Encounters of the First Kind: Do we really care? Part Three.

Part Three, eh? Time to depart from the semi-sane ground of actual UFO data and spew forth shameless speculation about what might be going on. Well, folks: Crap Detectors at Full Power!! Shields to Maximum!! Ready or not.......
The first speculation that I heard about the "endless variety" phenomenon for close encounter craft design was the equally "endless variety" of extraterrestrial civilizations. That theory said: there are a lot of different folks out there, and it seems like a lot of them are visiting Earth. The concept is that a very large number of worlds all have their Henry Ford Model ZZZZZZZ UFO makers, and the changed craft designs identify those different worlds.
I don't like it. Maybe you do, but not me. Hundreds of thousands of different civilizations seem a bit much to me. And just one guy per civilization? I would think that we'd have rather large clusters of cases with identical craft, but I, at least, find no support for that in the case pile. Fell free to disagree of course. Not for me.
The second "explanation" for the design differences in all these cases [that I can remember anyway] is the "the craft are designed differently with different tasks in mind." Well, OK, sort of. Steamshovels should look different than Limousines than Tanks than Race-cars. But this just won't cut it. I'm even more sure of that than about hypothesis #1.
The reason is that I've done simple analyses of things like Car-Stop incidents, and the cars get stopped regardless of the shape, details, color, beam, or anything at all of the craft. The form of the craft seems to have nothing to do with it. The form in fact seems like an outer shell of misdirection surrounding what is actually going on. So, no good for me.
If not #1 or #2 then what? The lightbulb is only slightly above dim here, but we can at least stumble "Out Proctor". The following commentary will definitely be Out Proctor [i.e. so crazy as to be only marginally conceivable], but not "All-The-Way-Fool" [i.e. that I'm convinced of any part of it]. We're Out Proctor quite a bit on this blog, but All-The-Way-Fool is rarer, like when I could not avoid the apparent Fact of a Real Nessie, BUT a non-physical/biological one, and therefore was stuck with a folkloric paranormal spirit type theory.
So, what's Out Proctor on this topic??
The slightly agreed-upon hypothesis of at least a handful of UFOlogists is that the constant meddling with design is a ploy to break down our human search for patterns in the data. We have seen over and over again how difficult finding such patterns is. The intention of the altered designs would be therefore to maintain a general covertness in the phenomenon, while allowing all the "in-your-individual-face" overtness that any ET agenda might want. I believe that this hypothesis, though not able to be tested scientifically, could be seen as sufficiently dealing with the variation-of-structure enigma to be a "keeper", as far as a reasonable thought is concerned.
That theory might also be seen as amenable to any hypothesis of what the alien agenda might be, as long as some overall covertness is deemed important. So whether you want to be relatively non-interfering explorers, or relatively non-interfering meddler societies, or relatively non-interfering social, psychological, political game players of some kind, the craft variation to break patterns is an idea that can serve.
But is there another way of looking at it? Doubtless hundreds. But one way intrigues me until I get some real negatives about it.I asked a friend about this element of UFOs the other day. He looked at the panels and said: What it reminds me of is Art. What he meant was an outbreak of INDIVIDUALITY in the production of the specific piece of technology that was that individual's personal device. Ernest Callenbach's ECOTOPIA had the idea that a person's private automobile would be craft-customed to the desires of the owner, by the owner. That concept leads, whether based on a real concept of ET civilization or not, to some interesting lines-of-thought.
We've tended to think about UFOs as the products of great systemic agendas of space powers, who have come great distances with some iron-willed purpose. Almost an Industrial-Military vision of those home worlds. But "Art?". THAT's Freedom. What if? Just what if? Could some "individuals" just simply be here?
The idea of an advanced civilization which honors the individuality of its citizens by granting and maintaining a liberal amount of freedom shouldn't be automatically rejected as unthinkable. Almost all Americans hope [sometimes against all data] that the USA and our tired old Earth will end up that way. So maybe. If so, what "flavors" of a free society might there be? For discussion sake, let's take the pragmatics of money and technology out of the discussion as useless misdirections. Our imagined societies will have the means to travel --- maybe expensive but not prohibitive. What sort of civilizations might they be coming from?
One can imagine a society so liberal that it permits radical freedom. Such a world would be pouring forth all manner of "behaviors" into the Galaxy and upon our world. UFOs do a lot of things, but I don't see that. There are very strange incidents occupying the Whacked-Out dump baskets of our files which could be interpreted that way, but very few credible ones. That would be a UFOlogy like Ford Prefect's remark in The Hitchikers Guide to the Galaxy when he mentioned ET teenagers putting on weird hats and "strutting around in front of people making Beep-Beep noises". That is not the UFOlogy that we have.
But we could have visitors coming from freedom-oriented societies, whose actions were restricted by either technological limitations or by policy limitations.
Some would attribute the preponderance of designs based upon radial symmetry as an indication of a technological limitation or at least a technological advantage. That in fact seems a perfectly good idea to me. If one adds to that a policy limitation: one only gets a permit to come if one can indicate a useful role in whatever the over-all exploratory agenda is, or at least a range of proposed activities which does not contradict that over-all agenda, THEN the variations of behavior shrink quite nicely into what [I believe] the case experiences have to show us. This sort of vision would be VERY upbeat. The civilization would be a benign one towards its own citizens, honoring freedom. The persons coming would be serious and "mature" persons, possibly involved with research, and the home civilization would have a well-thought-out and mainly non-interfering program of interest.
I asked two UFO-savvy friends what they saw in the UFO data mountain which violated the general idea. Chupracabras was the first word out. OK, but I don't believe that that concept is real, and don't buy the alleged UFO connection anyway. So, right or wrong, that "problem" doesn't bother me.
Mass Abductions and the mistreatment of Abductees was the second word out. Well, there's a bunch of assumptions there able to be debated [see John Mack], but [and I'm not going to go into it] I do not find the MASS part of mass abductions at all convincing either. Betty and Barney, fine. Buff Ledge, Stanford,KY, fine. The gigantic avalanche, no.
Deliberate harming of humans by craft? Well, we did a whole series of CE2ps here, and there was VERY little evidence for that. Even the one deliberate action [paralysis] does not result in long-term effects. Neither wild freedom individuals harming humans nor individuals systematically harming humans under some mass agenda seem [to me] to be going on.
So, Out Proctor we've been. Whether all this craft-design variation is "just" the required psychological dissonance of a great rigid agenda, or the product of allowable individuality among responsible explorers, the two models seem simplistically OK with the data, at least to me.
Throw in a spicy dash of local Tricksterisms and you have a very interesting if unprovable world.

Goldwater UFO Files Going Public

Goldwater UFO Files to be Released in Early March
Relative to your question about the accuracy of the details in the “Roswell Incident,” they are partially true, but not completely. I can’t give you any other answer than that so please don’t push it. Senator Barry Goldwater – then Chairman of the Senate Intelligence Committee - July 1981
In early March 100 pages of UFO douments from the Senator Barry Goldwater files will be posted at the Presidents UFO website. Goldwater was a long-time United States Senator, a Major-General in the USAF reserve, the 1964 Republican candidate for President, and the former Chairman of the Senate Intelligence Committee.
In these documents Goldwater makes a revealing reference to the UFO crash in Roswell, and in another document offers to set up a meeting for Dr. Steven Greer with Bobby Ray Inman, long rumored to have headed up the engineering program connected to UFO technology.
The Goldwater UFO documents consist of letters to and from people writing Goldwater about his long-standing interest in UFOs. In most of the letters Goldwater refers to his now infamous meeting in 1964 or 1966 with General Curtis Lemay where Goldwater requested access to the “Blue Room” at WPAFB, where alien bodies and hardware were rumored to have been held. In the letters Goldwater consistently states that he was refused entry by LeMay. “I have never been allowed to see what has been stored in that place at Wright-Patterson and neither has anyone else, as far as I know,” he told one letter writer.
Beyond this Wright-Patterson incident Goldwater stated that he did not know much more about UFOs than the man on the street. In a few of the letters, however, Goldwater indicates that government held UFO material is probably classified above top secret and that he sympathized with the decision if this was the case.
Despite Goldwater’s constant reference to the fact he was not in the loop he did not have inside information on UFOs he did made one interesting reference to the 1947 Roswell crash that indicated that he had asked questions and had been given some sort of briefing on what happened at Roswell.
This reference comes in a letter to a fellow ham operator in Australia - Sam Kaufman. The letter was written in 1981 when Goldwater was Chairman of the Senate Intelligence Committee and just after the release of the book “The Roswell Incident” which put the Roswell story into the public mind.
In answer to the question of what really happened at Roswell, Goldwater made this revealing statement, “Relative to your question about the accuracy of the details in the ‘Roswell Incident,’ they are partially true, but not completely. I can’t give you any other answer than that so please don’t push it.”
This idea that Goldwater was aware of secret UFO information was reaffirmed in a 1988 interview given by Goldwater to Larry King where he said he did think information was being withheld. “I think some highly secret government UFO investigations are going on that we don't know about” said Goldwater, “and probably never will unless the Air Force discloses them.”
The final interesting revelation in the documents comes in correspondence between Goldwater and Dr. Steven Greer, who at the time of the letter was the director of the Center for the Study of Extraterrestrial Intelligence (CSETI). Based on the letters it appeared that Greer had a personal meetings with Goldwater on the subject of UFOs in early January 1994. This meeting occurred the month after Greer met to discuss UFOs and John Petersen from the Arlington Institute and then Clinton CIA Director James Woolsey.
In a letter to Goldwater dated November 1, 1994 Greer makes reference to the January 1994 meeting and to the fact that Goldwater had offered to set up a meeting for Greer with Bobby Ray Inman who was rumored to have been in charge of the engineering program surrounding recovered UFOs. Greer wrote, “Things have progressed to where I believe we should pursue a meeting with Admiral Bobby Ray Inman; you mentioned when we met in January that you could help setup this meeting.
A search of letters between Inman and Goldwater showed one non-related letter from Inman to Goldwater. There was nothing found to indicate whether or not Goldwater arranged the meeting between Greer and Inman.
